Resource Planning Specialist

About the Role
The Resourcing Specialist is responsible for supporting the effective allocation and management of resources across the organization to ensure clinical studies are appropriately staffed. Working closely with Clinical Operations leaders, Project Managers, Functional Managers, and Human Resources, the role monitors resource capacity, utilisation, and forecasting to support efficient project delivery while balancing employee development and business priorities.

Your Responsibilities
Resource Planning and Allocation
· Coordinate the allocation of resources across clinical projects based on study requirements, timelines, employee availability, skills, and experience.
· Work with functional managers and project teams to identify appropriate personnel for new and ongoing studies.
· Monitor resource demand and capacity to ensure optimal utilisation across the organisation.
· Support rapid resource deployment for priority projects and changing business needs.
Capacity Management
· Maintain accurate records of resource availability, planned assignments, leave, and utilisation.
· Track employee workloads to identify over- or under-utilisation.
· Highlight potential resource constraints and recommend solutions to minimise delivery risks.
· Support long-term workforce planning through capacity forecasting.
Forecasting and Reporting
· Produce regular reports on resource utilisation, capacity, project demand, and staffing forecasts.
· Analyse trends to support recruitment planning and operational decision-making.
· Maintain resource planning tools and ensure data accuracy.
· Provide management with insights to support strategic workforce decisions.
Stakeholder Collaboration
· Partner with Clinical Operations, Project Management, Department Heads, Talent Acquisition, and Human Resources to align resource plans with business priorities.
· Participate in project planning meetings to understand upcoming resource requirements.
· Communicate resource availability and allocation changes to relevant stakeholders.
· Support resolution of resource conflicts through effective coordination and negotiation.
Process Improvement
· Contribute to the continuous improvement of resource management processes, systems, and reporting.
· Identify opportunities to improve resource planning efficiency and data quality.
· Support implementation of resource management tools and best practices.
Compliance and Data Integrity
· Ensure resource data is maintained accurately within resource management and project management systems.
· Maintain confidentiality of employee information.
· Adhere to company policies, SOPs, and applicable quality standards.
Training, Quality and Compliance
· Complete mandatory training for this role within specified timelines
· Attend mandatory training sessions required for this role
· Identify resources and training to support learning and development within this role
· Comply with all applicable regulations, guidelines, SOPs and project-specific requirements
· Comply with all designated systems relevant to this role
· Ensure own quality control of all relevant processes and activities performed
· Report and escalate identified risks and issues in areas of responsibility according to Emerald Clinical and/or project requirements
Customer Focus and Teamwork
· Attend and actively participate in Emerald Clinical meetings and other internal meetings and activities as required
· Provide input to systems, tools and processes to support continuous improvement
· Share knowledge with others, to facilitate learning and development across the organisation
Work Health and Safety
· Comply with Work Health & Safety (WH&S) legislation and operate in accordance with established organisational WH&S practice and procedures
· Promote and contribute to a safe, secure environment for staff and visitors
About You
· A bachelor’s degree in business, Life Sciences, Project Management, or a related field is preferred.
· Relevant equivalent experience will also be considered in place of formal qualifications.
· 1 -3 years of resource planning, workforce management, project coordination, or clinical operations ideally within a CRO, pharmaceutical, or healthcare setting.
· Familiarity with working in a matrix organisation.
· An understanding of clinical trial processes is is advantageous
